This work package will concentrate on the strategic integration of the facility in the context of the European Research Area and international cooperative frameworks. The strategic component will be implemented by close interaction between stakeholder agencies in connecting national priorities and demands for ship-time and solutions offered by a European level facility. The nature, depth and agreements between stakeholder parties will be analysed to put in place decision points for financial and strategic commitments to the infrastructure.

The scientific management component of the facility will be addressed by designing and testing mechanisms for scientific access to the vessel and awarding of ship time for specific missions. A decision support system for European governments using this facility will be developed, specifically in relation to environmental monitoring.
