This work package enables the consortium to reach agreement of the future operation of the management agency of the facility. This will encompass preparatory actions on elaborating decision making across the whole set of functions (scientific, logistical support, etc). Leading to a consensus on adopting the best model at the European scale.

This work package will interface closely with the legal and financial frameworks to ensure effective implementation and the generation of a appropriate governance structure for the ship for ensuring agreement and a final decision on construction.
